CSP Design Manual Published
The new Corrugated Steel Pipe Design Manual is now available. The first edition of the manual is the result of extensive review and update of products and methods that are currently used within the industry. The manual emphasizes the many applications of corrugated steel products, as well as the special design considerations, rehabilitation and maintenance of steel pipe. It includes a wide range of charts, tables and diagrams on everything from service life guidelines to height of cover limits and other various tools to help specifiers and users. Chapters include: Applications; Product Details and Fabrication; Hydrology; Hydraulic Design - Culverts; Hydraulic Design of Storm Sewers; Stormwater Management and Water Quality Design; Structured Design; Structural Design for Special Applications; Durability; Installation and Construction Procedures; Value Engineering and Life Cycle Cost (VCC); and Inspection, Maintenance and Rehabilitation.

CSP and The Alternative Materials Mandate  Value engineering is defined by the Society of American Value Engineering as “The systematic application of recognized techniques which identify the function of a product or service, establish a value for that function and provide the necessary function reliably at the lowest overall cost.” In all instances, the required function should be achieved at the lowest possible life cycle cost consistent with requirements for performance, maintainability, safety and aesthetics. In its Nov. 30, 2006, memorandum, the Federal Highway Administration (FHWA) further defined its alternative materials mandate on pipe selection, “…the States should be considering all available pipe products that are judged to be of satisfactory quality and equally acceptable on the basis of engineering and economic analyses. Where such products appear to be equal, alternative bidding practices must be used as required by 23 CFR 635.411(b).” Value engineering is an effective approach to obtain best results from limited taxpayer resources. By specifying as many alternative materials as possible, the owner of a project is assured of the most economic project possible since the competition encourages lower pricing. As regions across the country face the dual pressures of an overburdened infrastructure and perpetually too-thin budgets, corrugated steel drainage systems are uniquely poised to address the many challenges facing our communities. Both independent and industry field studies have shown that aluminized Type 2 and polymer-coated CSP systems can provide a service life in excess of 100 years. In addition, CSP offers great strength and integrity of steel-soil interaction, easily handling fill heights in excess of 100 feet. But one of the things that really sets CSP apart from other materials is value engineering – the great cost savings it provides: * Cheaper materials costs – both initial and maintenance/rehabilitation * Less labor and machinery to install * Easier and cheaper to ship than some materials * Less wear and tear on the infrastructure When specifying a project, engineers should look at the Life Cycle Cost that compares differing series of expenditures by restating them in terms of the present worth of the expenditures. In this way, competing designs that have differing cost expenditures at different intervals can be compared and the lower cost design chosen on a present worth basis. This is well-suited for comparing competing bids for culvert and storm sewer projects when pipe materials alternatives such as CSP and reinforced concrete pipe (RCP) are specified.
